Kurtz meant that civilized moral judgment—the conscience that makes people hesitate, feel guilt, apply ethical restraints, or flinch from pure ruthlessness—is what causes defeat in total war. Rudakubana can kill without those internal brakes and win. One could argue that modernized barbarism offers its victims a cruel choice: "become like me or die". The problem, properly understood is how not to become like them and win.
