And/or no lessons have been learned from @warnerbros LAST attempt at building a Superheroverse, and building the Justice League on a foundation of sand still makes sense to them.
Make a solid SUPERMAN movie. Make a solid BATMAN movie. Make a solid WONDER WOMAN movie. THEN you can start having sequels with cameos and see which one resonate enough with fans to make spin-offs.
