It's unclear if Canada will be ever able to finance SWFs with surplus in our lifetime, but what's clear is that we have an abundance of natural resource rents that we're failing to capture and invest for future generations, much more of which could be saved in provincial funds. When companies get bailed out with public resources, the public could be getting a piece of equity. That are many viable and virtuous ways to build up a substantial fund. We could use the proceeds to fund our public programs, pay dividends, or even reduce debt, rather than leaking most of it to private rent extraction. And this doesn't need to be so politicized. Alaska's Permanent Fund was created by republicans and supported by democrats and independents. Texas has two sovereign wealth funds that invest land and resource revenues to fund education. There is a possible future with Canada's SWF that includes using it to pay down debt over the long-term. Quebec's Generations Fund was created for the express purpose of paying down the province's debt. The Canada Strong Fund won't be a holy grail, and it certainly shouldn't be solely deficit-funded, but it could represent a legitimate step towards building true common wealth for future generations. "This will be a people’s fund. It will be your fund...It's designed to grow wealth for future generations of Canadians."
