The central vision and budget allocation are there, but civil servants and corrupt bureaucrats at the implementation level undermine these efforts. Holding individual public servants accountable on the ground is where the real fight against corruption begins.

For years, many of us have wrongly called @KagutaMuseveni a thief. Yet he has consistently sent funds for schools, hospitals, roads and other services across the country. Recent operations by Minister @BalaamBarugahar have exposed the truth and I t is Ugandans at various desks and offices through ghost workers, substandard projects and diverted funds who have been stealing taxpayers’ money. We owe President Museveni an apology for these unfair accusations. Let us unite, support the anti-corruption drive, and hold every public servant accountable.

Personally, I mourn a father figure and mentor who took me in as a son. As Government Chief Whip for nine months under office of the Prime Minister where he served as Deputy PM and Deputy Leader of Government Business, his guidance and wisdom helped me settle in and grow into my role until my election as Deputy Speaker. Our offices were opposite each other and his door was always open for me to consult and tap into his unmatched wisdom. My heartfelt condolences go out to his family, H. E the President, the Rt. Hon. Today, I bid farewell to an elderly brother, a patriot, and a distinguished freedom fighter, Gen. Moses Ali (RIP). Ours was a friendship forged over time of shared service to Uganda. He frequently visited my home in Bugolobi, and I often visited him at his ancestral home in Adjumani and in Kampala. I vividly remember when he collapsed in Adjumani in 2001. I immediately dispatched my aircraft LET 410 to airlift him to Entebbe, arranged an ambulance to Mulago Hospital, where an emergency neurosurgical operation successfully removed a blood clot from his brain, giving him a new lease on life. We later served together in cabinet & NRM CEC, with him representing Northern Uganda and me Eastern Uganda. It was also my honour to speak at the launch of his book, The Nubian Dynasty. Uganda has lost a courageous son, but I have lost a cherished friend. May Allah grant him Jannatul Firdaus. Inna lillahi wa inna ilayhi raji’un.

Gen Moses Ali has provided service to his country for a long time, as a soldier and a political leader. In the West Nile region, he provided the good example of being a big modern farmer. We shall miss greatly his contribution. May the Almighty God rest his soul in eternal peace.

Former Second Deputy Prime Minister General Moses Ali has died. President Museveni announced that the veteran leader passed away at 4:00 PM today at Nakasero Hospital. The President has described him as a dedicated servant of the country and an exemplary farmer in West Nile.
