Finally, a hard unanswered ? is how to address the troubling disparities evident w/in all plans Simply increasing payment for underserved groups may help some (if surplus is passed thru) But the answer likely lies largely outside of payment policy in general and P4E specifically given the (poor) track record of P4P

I presented a bunch of racial disparities in class this week and asked my students why I was hesitant to do so. They replied (correctly) that racial disparities absent context trigger biological explanations with no insights re: mechanisms. Thank you @merlinc2 & Adolph Reed!

@SethABerkowitz Yeah, I agree. I’m a big Chetty fan. But to focus on social capital and neighborhoods is making stronger causal claims than his evidence yields. And, it dodges the simpler and more important redistribution of $ to poorer kids.
