Sickening!! @LafayetteINPD could have arrested Richard Bailey without such excessive use of force. Instead, LPD officers commanded a K9 to attack Bailey, puncturing his trachea and cutting the carotid artery, leaving him hospitalized for many days. That is CRUEL and INHUMANE!

A year ago today #AntwonRose was shot to death by a Pittsburgh cop while running away from a traffic stop. PA’s use of force statute has been interpreted to allow deadly force to prevent escape of suspects. It is inconsistent with the constitution & human rights and must change.
