And that’s before we even get to his tax evasion, which is why he lives in Dubai ! The Police Reform and Social Responsibility Act 2011 does not, by itself, bar every convicted person from standing as Mayor of London. *The key disqualification is for anyone ever convicted of an “imprisonable offence,” which operates through the linked Police and Crime Commissioner (PCC) rules because the Mayor also holds policing functions.* Section 3 of the Police Reform and Social Responsibility Act 2011 creates the Mayor’s Office for Policing and Crime and provides that the Mayor of London is, by virtue of holding that office, the occupant of that policing office. The Act then cross‑applies the disqualification regime used for Police and Crime Commissioners to the Mayor when acting in that policing capacity. *Under the PCC disqualification rules (which are imported into the Mayor’s policing role), a person is disqualified if they have “ever been convicted of an imprisonable offence,” regardless of whether they actually went to prison or the conviction is spent.
