In what world does a military faction tactically bury themselves under their civilian population for protection, and the op's they declared a war of annihilation on get adjudged genocidal despite somehow killing less civilians than usual for urban warfare in general?

The scene was terrible, even more ridiculous that this was supposed to have impact after Superman created 700 9/11s killing thousands in the same battle, & it shows a fundamental lack of understanding of the character. Nolan was correct
