States borrow for future expenditure not available in their current planning, you cannot deny the fact that FAAC tripled, and it is the reason why previous blueprint were completed with that speed and new one started.

Lagos rail (Blue Line, Red Line) has been in development for over a decade, long before current FAAC increases. Funding sources: State borrowing (bonds, loans) Internally Generated Revenue (IGR) Federal support.
