For a large-scale production capability such as KitKat, 12 tonnes can be satisfied in the intended market within a delay of a a few weeks, they will properly redistribute from near demand locations and ship the remaining amount with a rerouted transport. Simultaneously they would adjust production flows by prioritizing affected SKUs in upcoming production cycles.

It does affect supply. Atleast for a short period. And no, the current factories cannot just ramp up 100% production to cover the demand. They can at max ramp up 25% of production, but to reach 12 tons worth of supply would take 1-2 months. You can expect kit kats to go out of shelves in some cities in Europe. Won't effect the company as much as they would have insurance against such shipments.
