I agree with this 100%. The real solution is not just passing new laws but fixing the whole system. The National Culture Policy needs a full review, because right now artistes are dealing with scattered offices, unclear mandates and no strong institution that truly represents their interests. Without an Arts Council, an independent ministry, or a centralized body to handle culture and the creative industry, even the best copyright law will struggle to work. If the mandates stay divided and enforcement stays weak, artistes will keep celebrating laws that change nothing in their creative lives.

The same Parliament of Ug that in 2023 quickly passed the Anti-Homosexuality Act(but …nwyz let me not insinuate on what exactly is hpng) has now passed the Copyright Amendment Bill and I’m seeing many artists celebrating already😭😭😭, but the truth is it has never really been about having laws because Ug already has many laws that are not enforced, corruption still exists, and artists have never fully benefited even from the old copyright system, so this new law alone changes nothing unless there is real enforcement, fairness, and proper systems in place, otherwise it is just another law on paper.
