Supranational federalism does seem to require on our part a willingness to build things based on our conceptions and fundamental values. Do we have the courage to do that today?

But today, people seem more inclined to abandon democracy or to redefine it so as to limit or exclude this content. These political capacities seem to have been lost or surrendered.
