🚨CST Statement - Chelsea UECL Semi-Final:
Following Chelsea v Djurgården on 8 May, The Chelsea Supporters’ Trust (CST) received extensive feedback from members and supporters who attended the fixture. Over 300 pieces of written, photographic, and video evidence highlighted serious failings in ticketing, stewarding, and safety management.
The evidence shows this was one of the most significant breaches of stadium security at Stamford Bridge in recent memory.
Following the fixture, the club commissioned an independent review into the ticketing processes for this fixture. As part of this review, the CST shared our findings to the review panel.
Key Issues Raised by Supporters
1. Safety Concerns
•Families and children felt unsafe. Many left early due to abuse, intimidation, and overcrowding.
•Fans reported fearing potential violence, citing comparisons to historical football tragedies.
•Overcrowding and poor exit controls created additional risks.
2. Ticketing System Failures
•Hundreds, potentially thousands, of away supporters infiltrated home areas (East Upper, Westview, East/West Lower, family sections, and hospitality).
•Djurgården fans acquired tickets through:
◦Chelsea memberships purchased solely for this fixture.
◦Third-party resale sites, often at very low prices.
•Club policies enabled infiltration: 3-ticket purchase limits, no loyalty points required, and early general sale.
•Ticket prices were increased despite previous poor attendances.
•Djurgården supporters in Stockholm at the first leg were openly communicating about how easy it was for them to obtain tickets to the second leg, and Chelsea staff were aware of extra Djurgården fans intending to travel to London.
3. Stewarding & Policing Inadequacies
•Stewards were undertrained, passive, and often complicit, allowing away fans through unchallenged.
•Police response was minimal, reactive, and failed to separate groups.
•Evidence suggests inadequate intelligence-sharing despite visible signs of trouble pre-match.
4. Matchday Experience
•Longstanding supporters described the atmosphere as “hostile” and reminiscent of the 1970s.
•Celebrations of Chelsea’s victory were overshadowed, with many leaving before full-time.
•Some supporters indicated they would reconsider future attendance or memberships.
CST Observations
•The incident represents a major breakdown of Chelsea FC’s duty of care to its supporters.
•Warnings were ignored following similar problems during the Legia Warsaw match weeks earlier.
•The situation reflects a pattern of prioritising short-term ticket revenue over safety and supporter experience.
CST Recommendations
Supporters proposed urgent reforms, including:
•Digital ticketing tied to pre-verified membership accounts.
•Restricting ticket purchases to one per member for European matches.
•Better location screening of tickets purchased.
•Pausing membership sales around high-risk fixtures.
•Stronger segregation at entry points and empowered stewarding.
•Clearer communication from the club about lessons learned and corrective actions.
CST recommendations to the club:
•Issue an apology to all supporters who attended the match.
•Share learnings via email to all club members and/or via public channels, as well as what steps will be taken to ensure this type of incident does not happen again.
