Israel is telling Palestinians to move out of Rafah. Those who remain are volunteering to be human shields. They are indoctrinated since birth to be martyrs & their parents send them to their deaths intentionally. As Israel adds steps to their rules of urban warfare in order to lower civilian death rates, Gazans find ways to keep human shields out there. Israel can't protect people who plan to "achieve martyrdom." Giving people more notice to clear out doesn't help when they intend to stay. Also, misinformation actors like those on Twitter who discourage people from evacuating, play a key role in elevating casualty rates of those who serve as human shields. All the protective steps Israel adds only helps those women who aren't intentionally seeking martyrdom for their children. What this limitation really exposes is the many roles Gazans play in support of Hamas, which includes how the men use their families to create an unacceptably high causality rate, a rate that Hamas incorporated into their calculated plan for surviving a military response to their October 7 attack. The human shields of Gaza, in this situation, play a crucial role in Hamas' gamble that international pressure over their casualties will limit Israel's response & help Hamas effectively win the strategic war for international support for their cause.
