This is happening when we don't have 1200 MBBS graduates/year from newly established govt medical collages. Imagine the disaster when these 1200 MBBS students along with so many from FMGE will graduate simultaneously per year ?

Why @HealthMedicalE1 has taken the route of exception in this particular order for recruitment. There is a humble submission to @iasbhupinder to kindly reconsider this order and let there be level playing through dedicated MCQ or subjective based test .

Even Hon'ble SC from time to time has discourged percentage based policies for recruitment/admission ( refer to Delhi university case ). There is a dedicated objective/subjective examination for almost every recruitment happening in any kind of recruitment @ByYatishYadav

The graduation based passing percentage criteria for any kind of recruitment has been abolished by most of the recruitment agencies. This order for recruitment is in violation to the the most of recruitment policies of GoI. @iasbhupinder

Kupwara has been always used as a place for 'punishment postings '. Maximum officers are being posted on punishments basis only. The question should be why this criteria for punishment postings is used for only far-away places ?

This can happen when an engineer is retained on one posting for over 5 years to conveniently appease the politicians or for other vested interests. Posted by Mehbooba govt in Feb 2018. Survives Mehbooba-Vohra-Satpal-Murmu-Sinha regimes. 5 years, and counting as Xen ED Kupwara. And we see others being changed every 6 months. Is there a transfer policy in J&K?
