Any bill has to comply with the bill of exchange act, CT doesn't. The only other way is via a contract which needs signatures from both parties with agreeable T&C's.

Council tax is now £5,031 in some areas in the U.K. 
And has gone up every year for 25 years  Yet we now have to sort our own rubbish Bin collections have gone down There are potholes f*cking everywhere Police & social care services are worse Libraries are shut & homelessness is up Why is it that we are paying more & more & getting less & less
