The Department of Health and Human Services said the papers were withdrawn because agency reviewers believed the conclusions went beyond what the data supported. Officials said the decision was made to maintain scientific standards for research associated with the FDA. The studies involved vaccines made by companies including Pfizer, Moderna, and GSK.
