I warmly congratulate all Christians upon completion of the Lent period and reaching Good Friday, which reminds us of a solemn Christian holy day commemorating the crucifixion and death of Jesus Christ at Calvary, observed before Easter Sunday. It was a day of fasting, prayers, and mourning, focusing on Jesus' sacrifice for the redemption of humanity. It is often called "Good" because it is observed as a holy day that ultimately led to the resurrection of Jesus Christ on Easter Sunday. I wish a happy Easter holiday to the people of Budiope, Busoga and all Ugandans. I call upon all RDCs and security teams to ensure peaceful celebrations in their respective areas of jurisdiction. I urge all Ugandans to celebrate responsibly because life is precious and security starts with you. Ensure the safety of your homes and properties as security organs play their part. Yesterday, H.E. @KagutaMuseveni met a delegation from the World Bank led by Qimiao Fan at State Lodge, Nakasero, to strengthen Uganda’s development agenda and strategic partnerships. Key highlights from the engagement: ✅ Uganda welcomed the World Bank’s commitment to support the @SGR_Uganda including financing and structuring sustainable funding mechanisms to drive long-term infrastructure development. ✅The President emphasised that efficient transport systems particularly rail & water for cargo are critical in reducing the cost of doing business and enhancing regional connectivity. ✅ H.E. underscored priority areas for economic transformation: 1️⃣ Affordable electricity 2️⃣ Access to low-cost financing 3️⃣ Efficient and integrated transport networks ✅ The World Bank reaffirmed its readiness to finance transformative projects & scale up investments in energy and transport as key drivers of sustainable development. ✅ The President welcomed proposals to support agricultural industrialisation and agro-processing, stressing the need for value addition to boost productivity, create jobs, and expand Uganda’s export base. ✅ He highlighted the importance of aligning education with production by equipping graduates with practical skills in value addition, not just raw material production. ✅ The World Bank also committed to supporting agribusiness through training and capacity building to enhance skills and competitiveness in the agriculture sector. ✅ H.E. commended the World Bank for its continued partnership in promoting shared prosperity and inclusive development. I joined the family, friends, leaders, and the people of Acholi in Lalogi sub- County, Omoro district in paying my last respects to Mzee Nathan Okori, the father of the late Rt. Hon. Jacob Oulanyah, where I represented H.E. @KagutaMuseveni. It was a moment to celebrate and honour a life that nurtured values of integrity, discipline, humility and service to others in the community. In the President’s message that I delivered, he said that we should remember Mzee Nathan by looking at how he shaped his children and grandchildren into responsible citizens and leaders in both their community and the country—a role every parent must strive to fulfil. This was evident in the way his son, Rt. Hon. Jacob Oulanyah, whom we sadly lost, served with great commitment and patriotism as a Member of Parliament and Speaker. The President added that he is encouraged that other members of the family, including Oulanyah’s son @AndrewOulanyah, are carrying forward his legacy by continuing to serve their community. I took a moment to applaud the unity and sense of purpose demonstrated by leaders and members of Parliament from Acholi sub-region. Their collective commitment to a shared agenda that aligns with the @NRMOnline vision is commendable and reflects the spirit of working together for the greater good of our nation. Government will work with them in the fight against poverty. May the soul of Mzee Nathan rest in eternal peace.

Today, I was pleased to receive a delegation from the leading Chinese enterprises with expertise in renewable energy, smart grid infrastructure, textiles and manufacturing, health and biotechnology, as well as industrial materials and infrastructure development in Buyende District, Uganda. I extended my sincere appreciation to Hangzhou Xiaoshan International Visa Service Co., Ltd. for organising and facilitating this important investment mission, which marks yet another milestone in the growing cooperation between Uganda and the People's Republic of China, a relationship that builds on the strong foundation laid during the recent official visit by Ugandan representatives to Hangzhou City in Zhejiang Province, which provided valuable insights into China's remarkable advancements in technology, industrialisation, and infrastructure development. It also opened avenues for collaboration in areas that are directly aligned with Uganda's development aspirations. We are therefore grateful that the discussions we held are now progressing into practical engagement on the ground. Their coming to Buyende was a clear demonstration of their commitment to explore meaningful partnerships and investment opportunities in Uganda. I was pleased to inform the delegation that Buyende District is ready and fully prepared to host investments and willing to allocate land for the establishment of an industrial park, as well as for other viable business ventures. This is part of our broader strategy to promote industrialisation, create employment opportunities, and improve household incomes for our people. Buyende also offers a conducive environment, including availability of land, a supportive local leadership, and a population that is eager to participate in development initiatives. We pursue these opportunities and are mindful of the key development challenges that must be addressed to unlock the district's full potential. Buyende district requires significant support in the development of its road network to improve connectivity and facilitate trade and investment. There is also a pressing need for investment in water and sanitation infrastructure to enhance public health and support both communities and industries; expanding access to reliable and sustainable energy remains critical, especially through renewable energy solutions. The delegates' sector is of great importance to the people of Buyende to tap into renewable energy, solar and hydropower development, as well as energy storage solutions to support rural electrification. In manufacturing, particularly textiles and garments, we welcome investments that will add value to our resources, create jobs, and boost exports. In health and biotechnology, we are keen to strengthen our healthcare systems through access to modern diagnostics and medical technologies. In infrastructure and industrial materials, their expertise will be instrumental in supporting the development of roads, buildings, and industrial facilities. I assured them of the Government of Uganda's commitment to supporting credible investors and putting in place policies and frameworks that promote a favourable investment climate, and we are ready to work closely with them through the relevant ministries and agencies to ensure that their investments are facilitated efficiently. As a government, we also encourage the use of public-private partnerships as a sustainable model for delivering large-scale development projects. I invited them to consider Buyende District as a priority destination for their investments, to undertake site visits, conduct feasibility studies, and engage further with both central and local government leaders to identify specific areas of collaboration. We are optimistic that their visit to Buyende will mark the beginning of a long-term partnership that will drive industrialisation, create employment, and contribute to the socio-economic transformation of our people.

Today, I was honoured to preside over the International Women's Day celebrations of Buyende District as the Chief Guest at Kakooge Primary School, Buyende sub-county, themed "Scaling Up Investment to Accelerate Access to Justice for All Women and Girls." The theme was both timely and important, reminding us that empowering women goes beyond words. It requires deliberate action to Ensure that every woman and girl can access justice, enjoy her rights, and participate fully in the development of our nation. The occasion was not just a celebration but a moment to reflect on the progress we have made and renew our commitment to advancing the rights and empowerment of women and girls in our country. I expressed gratitude to the people of Buyende District for their continued support of the National Resistance Movement (NRM) and for overwhelmingly voting for H. E. President Yoweri Kaguta Museveni for the 08th term in office. This was a clear vote for confidence in a leader who has consistently championed the rights, dignity, and empowerment of women across Uganda. I also thanked them for electing me as their member of Parliament for Budiope West and for entrusting me to be the chairperson of the NRM Women's League for the Buyende district. By the grace of God, I have managed to support women's groups in Buyende through financial support via community SACCOs, empowering them to grow their savings and investments. I have also distributed hens to several households and women's groups to consolidate government programs like PDM and Emyooga, which all aim at wealth creation. I urged women to actively participate in government programmes so that they can fully share the national cake. Government programmes are in place to support them, but their success depends on active involvement and unity. I also informed the public that the government remains committed to this cause. Under the leadership of our Father of the Nation, Gen. Rtd. Yoweri Kaguta Museveni, we have seen deliberate efforts to elevate women in key positions like the Vice President, the Prime Minister, and several women in cabinet positions—including me—to influence decision-making, which is a clear demonstration that this government believes in the capability and leadership of women. On access to justice, I appealed to the public to continue breaking barriers that prevent women and girls from seeking justice, especially in cases of gender-based violence. I called upon local leaders, law enforcement agencies, and communities to work together to ensure that Justice is not only available but also accessible and fair to all. On economic empowerment, I encouraged women to actively participate in the money economy through formulation of development SACCOs and other income-generating initiatives. We must move beyond words to actions. Investing in women and girls is not just a moral obligation but a route for sustainable development for our families, our communities, and our nation. Women are the backbone of our society; they are the foundation of families, drivers of community development, and key contributors to our national progress. When we empower a woman, we empower a nation. I commended the people of Buyende for their continued support and commitment to the development and urged them to work together to ensure that the rights, justice, and opportunities we speak about today become a lived reality for every woman and girl.

On Friday, 13th March, at a sideline event at the Commission on the Status of Women in New York, USA, I was hounored to welcome participants to the Population Council and the Baobab Research Programme Consortium, organised by the Government of Uganda in partnership with the Government of Ethiopia, running under the theme "Asking and Telling: A Screening Innovation for Enhancing Access to Care for Girl Survivors of Sexual Violence in Humanitarian and Development Contexts in the East and Horn of Africa." I commended the collaboration between governments, research institutions, and humanitarian partners in addressing sexual violence against children. I emphasised that Uganda has moved beyond policy commitments to practical action, including the pioneering Violence Against Children and Youth Survey conducted in refugee settlements in 2022, which revealed high levels of violence and low reporting among survivors. I also highlighted Uganda’s commitment to safeguarding children from violence and its innovative response in piloting a school-based sexual violence screening intervention delivered by trained parasocial workers in refugee settlements, describing it as an important step toward ensuring survivors are identified early and connected to care and protection services. The event brought together government representatives, humanitarian agencies, researchers, and civil society actors to examine innovative approaches to addressing sexual violence against girls, particularly in refugee settings across East Africa and the Horn of Africa, and representatives from the Population Council, the United Nations High Commissioner for Refugees, and the Baobab Research Programme Consortium, who reaffirmed their commitment to supporting evidence-based strategies that improve protection for vulnerable children. Participants agreed on the need to expand screening programmes, strengthen community-based protection systems, and ensure that survivors of sexual violence, particularly girls in humanitarian settings, can safely disclose abuse and access timely care and support services. The technical presentations during the session highlighted practical experiences from Uganda and Ethiopia in implementing screening interventions in refugee settlements. I was joined by Hon. Betty Amongi Ongom, Minister for Gender, Labour, and Social Development; Hon. Flavia Kabahenda, Chairperson of the Parliamentary Committee on Gender, Labour, and Social Development; Ms. Zaminah Malole, Secretary of the Presidential Awards Committee; Ms. Catherine Nassuna, Under Secretary at the Ministry of Water and Environment; and Dr. Angella Nakafeero, Commissioner for Gender and Women Affairs at the Ministry of Gender, Labour, and Social Development, alongside other senior officials and representatives from civil society organisations.
