A new Bay Area wide investigation highlights a problem we've been sounding the alarm on for the last year: corporate-owned “zombie” grocery stores sitting vacant while communities lose access to affordable groceries.
This is exactly why I proposed legislation to tax long-vacant corporate grocery stores and incentivize them to reopen or make way for a new grocer.
Unfortunately, that proposal was blocked before it could even receive a hearing and vote before the full Board of Supervisors.
The fight isn’t over. We’ll keep pushing for policies that expand grocery access, increase accountability, and help eliminate food deserts.

San Francisco's downtown mall appeared to have a buyer but the deal fell apart during due diligence. It's a hard building to reuse for another purpose and most retailers are more interested in being on the street in 2026 vs on an upper floor of an indoor mall 1/3
