Until Swirlds is ‘on its feet’ it was stated that Hedera would send 4B $Hbar this is one of those payments. If the price goes up between now and the next payment the next payment will be reduced.

Just to clarify what our Twitter person was trying to state earlier, so there is no confusion.
Technically, for Hedera tokens that are not locked with supply key and admin key removed, the supply CAN be raised.
There are reasons to retain these keys, not make them immutable.
