China is extending its control and influence beyond its borders through “fear, censorship, and coercion,” according to a new report by the Congressional-Executive Commission on China. Released on June 4, the report warns that the Chinese Communist Party’s (CCP) overseas coercion has escalated from scattered incidents into a growing global challenge to human rights and democratic freedoms. The regime actively targets groups like Hong Kongers, Uyghurs, and Tibetans using tactics that range from physical assaults and artificial intelligence-generated sexual harassment to retaliatory lawsuits and threats against family members still in China. In one documented case, unknown individuals targeted Carmen Lau, a wanted former Hong Kong district councilor, by distributing deepfake images to her neighbors that falsely portrayed her as a sex worker. China’s interference also extends to international organizations, successfully suppressing African attendance at a recent Inter-Parliamentary Alliance on China summit and pressuring a Zambian co-chair to resign. The CCP is also increasingly weaponizing foreign legal systems, deliberately filing fabricated, multimillion-dollar lawsuits in U.S. courts to impose psychological and financial ruin on dissidents. Pro-democracy activist Anna Kwok, whose father was recently imprisoned in Hong Kong for a national security offense, warned lawmakers that without U.S. pushback, the CCP will escalate these intimidation campaigns and hostage-taking tactics. State Responses To counter these growing threats, states including Texas, Arizona, Utah, and Nebraska are stepping in to enact local laws aimed directly at combating transnational repression. Nebraska recently passed legislation making it a felony for foreign agents to conduct unauthorized law-enforcement activities, a move specifically designed to outlaw the operation of secretive Chinese police stations like the one uncovered in Manhattan. Stephen Cox, counsel to Alaska’s governor, testified that transnational repression can be difficult to identify locally, often masquerading as subtle harassment, digital surveillance, or intimidation of a student. Cox urged states to train local law enforcement to recognize these covert tactics, warning that CCP threats increasingly manifest in areas traditionally governed by states, such as public safety and infrastructure. 习近平对平壤的两天访问,金正恩夫妇双迎双送,金日成广场举办盛大欢迎仪式,晚上又有欢声笑语的大型文艺演出,官方舆论把“朝中友谊万古长青”调子吹到高潮。现场视频中,平日里神色紧绷的习近平也展露了罕见的轻松笑容,仿佛回到了熟悉的故土,见到了知心的朋友。然而,舞台上的繁华掩盖不了现实的底色。对于访问的实质成果,双方心照不宣——中朝之间,依然维持着那种既紧密合作又高度设防的微妙平衡。 如何看待真实的中朝关系,主要交织在以下几个维度:中朝两党拥有数十年的“血盟”历史。从当年的“抗美援朝”到冷战时期的社会主义阵营,再到如今高度一致的党国体制,这种意识形态的天然纽带至今仍是双边关系的牢固根基。 当年毛泽东对金日成还有过严肃认真的承诺,甚至称中国东北就是朝鲜的大后方,金日成随时可以前来视察。这种历史记忆导致金家三代形成了一种根深蒂固的认知:朝鲜是中共抵御美国霸权的急先锋,朝鲜人民为此付出了巨大的牺牲与代价。中国对朝鲜的经济与物资援助是“天经地义、理所当然”的。在极端情况下,金家甚至认为东北特别是长白山广袤的历史地缘都应当与朝鲜有更深的联系。 对中国而言,朝鲜是一道推不开的防火墙。北京绝不希望朝鲜半岛失控,更不愿看到金氏政权崩溃后,美韩同盟的势力直接推到鸭绿江边。平壤深谙自身的战略价值,理所当然地认为中国必须无条件提供战略背书与经济输血。在客观上,朝鲜确实扮演了中国在经济、外交和国家安全上的关键缓冲区。 但朝鲜从来不是、也绝不愿成为中国的附庸。金家政权的核心诉求是自主、世袭、安全。无论是全力发展核武,还是在关键时刻向俄罗斯靠拢,都是平壤在国际地缘政治博弈的夹缝中争取自主权的“明牌”。中国将朝鲜视为一个“不能丢、不能乱、但也绝不能完全信任”的特殊盟友。 真实的中朝关系是一场互相利用、互相防范、却又彼此离不开的邻居关系。在这场外交大戏中,台上的掌声越响亮,越说明双方越需要通过极致的舞台效果,来掩盖现实中各自的焦虑与不安。 至于朝鲜倾尽国力研发的核武器究竟防谁?我认为其首要目的,是确保金家政权的绝对世袭与稳定,直接威慑的对象固然是美日韩;但在客观上,这一战略重器也使得任何外部大国——包括中国在内,都难以再通过军事或政治压力,去左右和摆布朝鲜的命运。 @baodiantimes
