We tried to [sue] Riverside County because Riverside County Child Protective Services was involved in my trafficking. In 2020, I went viral and we lost our home. We lost our animals. We lost everything. I am a dance teacher. I was, working as a choreographer, an after school teacher, and a volunteer for foster care agencies. I was feeding the homeless and going back to where I came from, packing backpacks and things for children. I have been screaming underwater since I was three-months-old. We’ve had a massive shift toward protecting our kids from human trafficking, from sex-trafficking... molestation, abuse, all of those things. And we train other people in the country on what we’re doing right and how successful we are. What did it look like to make Riverside County safer for kids? It’s really enforcement. We have a policy of a relentless pursuit of criminals. If you’re going to victimize anyone in Riverside County, we are going to find you. We are going to hold you accountable. And so I doubled the size of our human trafficking team. My agenda was letting deputies know that this is your goal. I was responsible for a sting operation that we did, and we cooperated with, Dateline NBC. We brought Dateline in and they recorded a three day operation where we arrested 51 people over Southern California. — Chad Bianco (b. 1967) Hill Air Force Base, Utah Chad Bianco moved from Davis County, Utah, to California in 1989, and in 1993 attended the San Bernardino Sheriff’s Academy. He joined the Riverside County Sheriff’s Department 42 days before Ally Carter was born. # # # One of the biggest reasons why I can’t have children is because I was r*ped with coat hangers in a closet by someone in authority: a police officer. A police officer... a very crooked cop. I was in foster care for a few years; that is where it started. From foster care, I tried to get out. I tried to get emancipation on my own. And then I met a man that told me that he could help me. And I ended up in another sex-trafficking ring. I went from one ring to another. So I jumped from a hot pot into a frying pan. From there, Child Protective Services in Riverside County, California became a part of my trafficking. They knew what was going on. I tried to tell them at one point, my trafficker, my pimps, were taking me to “elite” parties. And that is how I ended up in “elite trafficking.” I didn’t just [start] with “elite” celebrities in Buckingham Palace and under the Getty Museum [in Los Angeles]. (That’s not how it works.) I went to the so-called social workers. I went to my supervisor. I told them that these people are taking me to “elite” orgies and that I needed help. They were cracking my ribs. They were doing all these things, and CPS was involved in it as well. So I ran from CPS. I disappeared from Riverside County custody for a year. I was on my own for a year. I didn’t get adopted until 19 years old because nobody wanted me. But they didn’t want anybody else to have me. So my mom didn’t legally [adopt] me until I was 17.5 through Child Protective Services. I was adopted at 19 or 20 years old—and, yes, you can be adopted as an adult. I will be 32 on February 15th [2026]. People don’t just don’t leave you alone after all of this, all right? You don’t just take somebody’s drug supply and they leave you alone. That’s not how that works. I don’t think that we’ll live happily ever after. — Ally Carter Ally Carter was born on February 15, 1994. The first sexual abuse report filed with CPS on her behalf was on May 24, 1994. She was just 98 days old.

They have arrested a father for trying to rescue his daughter from her rapists. This was not mere negligence or turning a blind eye. Officials have actively and deliberately protected the perpetrators.
