This court already tried to block it and the VA Supreme Court overruled him and allowed the referendum.
Now we await the VA Supreme Court's final decision. The court is pretty moderate, arguably even somewhat right-leaning.

Florida has a surprisingly clear constitutional amendment, passed in 2010 by 62.9% of voters, that prohibits redistricting with the intent to favor or disfavor incumbents or political parties

He says the VA Supreme Court wouldn’t touch the case until after the referendum/election.
“The yes folks are gonna look back at the election and think that was the easy part, because they have so badly violated several constitutional provisions— they’re gonna have a hard time keeping this from being VOIDED by the VA Supreme Court.”
