He would have to trust the translators and give up control without being able to verify fully. At that point you should just use fan translations.

Toby doesn't just translate literally, he wants to translate THE MEANING. In the japanese translation, he uses "wrong" pronouns for Sans BECAUSE he knew that he wanted that specific word.

All you need is an additional dialouge bible where you write down how things have to be translated and for special cases within indiviudal dialouge you simply index it

Toby is just one guy on the story and dialogue department. That's a massive difference. Toby CAN get people to do it but it wouldn't be Undertale, it wouldn't be his writing.
