Oda spoonfed us during hachinosu that having your will shattered makes you weaker Crocodiles will was still broken in Alabasta. Crocodile was also VERY LIKELY holding the rain back in alabasta as immediately after he was beaten it began raining. Dance powder doesn’t do that
