Assented to three critical Bills that will strengthen disaster response, protect our forests, and deliver equitable development to all parts of the country. The National Disaster Risk Management Bill establishes a legal framework for managing disasters more effectively and efficiently. By providing clarity on the handling of disasters in both national and county governments, the new law is central to averting disasters and addressing crises when they occur. The Act establishes the National Disaster Risk Management Authority and County Disaster Risk Management Committees, which will coordinate response, issue early warnings, and ensure resources reach people on time. The Forest Conservation and Management (Amendment) Bill, 2025, bolsters our conservation efforts. The primary objective of the new law is to strengthen the legal and institutional framework governing the forestry sector, promoting conservation, sustainable forest management, climate-responsive forestry, and research. It also strengthens the Kenya Forest Service (KFS) and re-establishes the Kenya Forestry Research Institute (KEFRI) as the lead forestry research institution. The Equalisation Fund Appropriations Bill, 2025, enhances devolution by fostering equitable development and addressing development discrepancies in marginalised counties. The Act ring-fences Sh16.8 billion allocated to 34 counties to fund water, roads, health facilities, and electricity. The funds go directly to special-purpose accounts, not the County Revenue Fund, to ensure it is used only for basic services in areas that have lagged behind in development.

International solidarity is vital, particularly in times of multiple crises. As a key regional gateway, financial hub, and host to major international organisations, Kenya remains vigilant and committed to swift, coordinated action to protect regional health security following the Ebola outbreak in neighbouring countries. At State House, Nairobi, I met Ambassadors, development partners, multilateral agencies, and key stakeholders to apprise them of Kenya’s preparedness, exchange views on the regional situation, and mobilise collective action to contain the spread of the Ebola Virus Disease. I am pleased that surveillance and screening measures have been intensified across 26 Points of Entry, with more than 58,000 travellers screened and all suspected cases tested so far returning negative. In addition, 17 isolation centres have been identified across the country. We are also mobilising support with development partners for affected countries and frontline response institutions, including the World Health Organization, the Africa Centres for Disease Control and Prevention, and the United Nations system, to strengthen surveillance, emergency response and healthcare preparedness, laboratory systems, and cross-border coordination. I appreciate the representatives from the United States, the United Kingdom, the European Union, France, Germany, China, Japan, India, Qatar, the United Arab Emirates, Saudi Arabia, Ethiopia, Türkiye, the United Nations Office at Nairobi, and the United Nations Resident Coordinator’s Office for their presence and commitment to this important national, regional, and global endeavour. We agreed on the importance of cooperation and avoiding isolationism, recognising that public health threats do not respect borders and require coordinated regional and global action. Kenya will continue to act transparently, responsibly, and decisively to protect lives while contributing to regional and global health security. The Government will establish a National Response Committee under the leadership of the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs to coordinate a whole-of-government and whole-of-society response, strengthen public awareness and preparedness, and mobilise the technical and financial resources necessary to address any eventualities arising from the Ebola outbreak.

Launched the Every Woman Every Newborn Everywhere (EWENE) Acceleration Plan 2026-2028, Kenya’s national roadmap to end preventable maternal and newborn deaths. At the centre of this plan is an immediate six-month Maternal and Newborn Health Rapid Results Initiative, running from now until November 2026. This will be an urgent nationwide effort to deliver measurable results and accelerate action where it matters most. To further guarantee the dignity and safety of every mother, the National Treasury will allocate an additional KSh4 billion to the Social Health Authority (SHA) to cover premiums for pregnant women. Moreover, Kenya Medical Supply Agency will receive an additional KSh1 billion for the procurement of life-saving maternal and newborn health commodities alongside KSh2.5 billion for family planning commodities. We shall also recruit and deploy 5,000 nurses and midwives across the country to strengthen frontline healthcare services and ensure more mothers and newborns receive the quality healthcare they deserve.

Our KSh8.5 billion investment in the development of County Aggregation and Industrial Parks (CAIPs) is transforming our counties into engines of industrialisation, innovation, job creation, and economic transformation. Through close cooperation between the National Government and county governments, we have jointly invested KSh500 million in each of the 34 participating counties, laying the foundation for grassroot industrial growth. This will empower our farmers, support manufacturers, strengthen local enterprise, and create wealth across our counties. Additionally, we are investing KSh2.4 billion in common user facilities across the CAIPs programme, with about KSh150 million allocated to each facility to support value-addition priorities in each county. Witnessed the signing of 16 Interg-Governmental Participation Agreements on the establishment of CAIPs at State House Nairobi.

Also flagged off the Last Mile Connectivity Programme, part of the electricity projects we are implementing in the constituency at a cost of KSh244 million, to expand access to power and accelerate development.
