Kennedy reviewed it and did some editing. The ADL conceived it, funded it, and put its name on the cover because its name moved more product than theirs did. But the most shining example in this era was Jewish Senator Jacob Javits of New York, who authored a magazine article during the push for Hart-Celler, proposing 500,000 immigrants per year for 20 years with no national-origin restrictions whatsoever. The money behind the decades-long campaign included Herbert Lehman, the Jewish banking heir and former senator, whom historian Rebecca Kobrin credited as the primary financial engine behind the legislation going back a generation. The article’s title? He named it, ironically, “Let’s Open the Gates.”
