It’s instructions the appropriations cmte follows to pass the spending bills, which then need a signature. But yes, Trump is happy with this monstrosity, because the cowards in the GOP wouldn’t do it otherwise.

I was deeply troubled by the vote at the UN today which put us on the same side as Russia and North Korea. These are not our friends. This posture is a dramatic shift from American ideals of freedom and democracy. We all want an end to the war, but it must be achieved on terms that ensure Ukraine’s sovereignty and security and that deter Putin from pursuing further territorial ambitions.

Just explained to my assistant, Kate, why I call the morning news packet "the clips" and she can't believe it. "how long did that take?!" We actually, clipped the hard copy newspaper, made a photo copy, then put together the packets for everyone in the office. It's true!
