20 January 2026 Advisory from Governor of West Bengal to prevent violence and its escalation Experiences in the recent past have shown that disruptive forces could mobilise hundreds of motivated and violent protesters in just a span of a few hours at the most. Such rapid escalations cause immense hardship to the citizenry and unsettles normal routine, apart from posing a threat to life and property. In this backdrop, HG has suggested the following Advisory for consideration of competent authorities to prevent violence, its intensification, spiralling out of control and resultant disruptions: 1) Strengthening of Intelligence mechanism. 2) Coordination between Central and State Intelligence agencies and local network of informers. 3) Law enforcement agencies may need to put in place a system of gathering and deciphering of Real Time Intelligence that could alert the administration of an imminent law and order situation and its escalation. 4) Study of the current burning issues. 5) Focus to be on the current focal points and issues of conflicts that have stirred masses 6) West Bengal has extensive porous international borders and sensitive issues come up on either side of the border. A Joint Intelligence Mechanism furnished by the Centre and the State may effectively be in place. 7) Maintain vigilance and proactive patrolling 8) Engage with communities to build trust 9) Put in place effective deterrents to prevent escalation of law and order situation. 10) Ensure swift action against provocateurs 11) Coordinate with local leaders to de-escalate tensions 12) Enhance surveillance in sensitive districts 13) Respond promptly to distress calls 14) Exercise restraint in crowd control 15) Engage with local leaders to prevent escalation or to de-escalate a law and order situation.
