There’s “jurisdiction”, and then there’s “privileges”. Being a citizen entitles a person to certain rights (the right to vote, the right to bear arms, for example) or “privileges” (welfare, Medicare/Medicaid, etc.) that you don’t get as a visiting non-citizen but do as a permanent resident or citizen. It’s not rocket science. It is, I suppose, basic arithmetic is rocket science to a moron.
