Also Timothy Peters's work, and there is lots generally on sovereignty, legitimacy, imperialism, etc. Neal Curtis (eg Supers and Contradictions of Sov) and Chris Gavaler (eg Imperial Superhero), amongst others. Sheena Howard is good way in to race and representation stuff
