@MattMahanSJ Mahan spent $60M in a substandard housing emergency shelter at the cost of $355K per unit! He did not decrease homelessness by 30% but they remain homeless living in a shelter. So there are lots of homeless he just moved them from one area to another and nowhere as usual.
