@pluant I simply don't know what you are talking about; at most masses I have attended (and it doesn't seem as if you have attended any yourself from the way you are talking), the presider does issue the hosts himself and I include cardinals in that description.

Judge Nicholas Rowland should never preside over a serious trial ever again. It’s a shame he can’t be formally dismissed.
@SentencingCCL and @MoJGovUK make sure this doesn’t happen again. The judicial system is not supposed to work in favour of criminals.
