Congress is powerless, neutered, totally controlled by the executive branch as it obeys the WH. A complete waste of time, tragically. Why do you think so many are leaving. The WH didn’t even bother to inform Congress about its reasons to attack Iran and barely informed 5 out 8 of the gang of eight. There should be a vote on the War Powers Resolution but even that won’t stop the admin from doing whatever they want to do.
