It manages it, perpetuates it, and lives off it.A system that finances people for being in a state of poverty creates a structural incentive to remain in that condition. It’s not cynicism; it’s the most basic logic of human action. If you receive a subsidy that disappears once you cross a certain income threshold, that threshold acts as an implicit marginal tax rate that punishes escaping poverty.In the United States, the Cato Institute documented that in many states a recipient who combines all available programs—housing, food stamps, Medicaid, family assistance—receives a package equivalent to an annual salary of between $30,000 and $45,000. Accepting a low-wage job means losing those benefits, creating a poverty trap designed and financed by the very system that claims to fight it.Comparative evidence reinforces the point. Before Lyndon Johnson’s “War on Poverty” in 1964, the poverty rate in the United States had been steadily declining since the postwar period, driven by economic growth and capital accumulation.After decades of welfare programs and trillions of dollars spent, the poverty rate stagnated and never fell significantly again. Federal spending on social programs multiplied, the welfare bureaucracy grew exponentially, but the poverty that justifies its existence mysteriously never disappears.And it cannot disappear, because the welfare state attacks the consequences while simultaneously destroying the causes of prosperity. Taxing income and capital to fund transfers is equivalent to punishing production to subsidize non-production.Every peso transferred is a peso withdrawn from savings, investment, and capital accumulation—the only factors that raise productivity and, with it, real wages. The welfare state consumes the seed to distribute today’s bread, then is surprised that tomorrow there is no harvest.State redistribution does not transfer wealth from the rich to the poor; it transfers wealth from producers to non-producers and, above all, to the intermediary bureaucracy that administers the transfer. The main beneficiary of the welfare state is not the poor, but the administrative apparatus that justifies its existence by managing the poverty its own policies reproduce.Three generations of welfare dependency have not lifted anyone out of poverty. Capital accumulation in free markets has lifted billions. But of course, an impersonal market process requires no officials, generates no clientelism, and does not win elections.

Un sistema que financia a las personas por estar en condición de pobreza crea un incentivo estructural para permanecer en esa condición. No es cinismo, es la lógica más básica de la acción humana. Si recibís un subsidio que se elimina cuando superás cierto umbral de ingreso, ese umbral funciona como una tasa marginal implícita que penaliza la salida de la pobreza. En Estados Unidos, el Cato Institute documentó que en muchos estados un beneficiario que combina todos los programas disponibles, vivienda, cupones alimentarios, Medicaid, asistencia familiar, recibe un paquete equivalente a un salario anual de entre 30.000 y 45.000 dólares. Aceptar un empleo de salario bajo significa perder esos beneficios, lo que genera una trampa de pobreza diseñada y financiada por el propio sistema que dice combatirla. Gravar el ingreso y el capital para financiar transferencias equivale a castigar la producción para subsidiar la no producción. Cada peso transferido es un peso que se detrajo del ahorro, la inversión y la acumulación de capital, que son los únicos factores que elevan la productividad y con ella los salarios reales. El Estado de bienestar consume la semilla para repartir el pan de hoy, y después se sorprende de que mañana no haya cosecha. La redistribución estatal no transfiere riqueza de ricos a pobres, transfiere riqueza de productores a no productores y, sobre todo, a la burocracia intermediaria que administra la transferencia. El principal beneficiario del Estado de bienestar no es el pobre sino el aparato administrativo que justifica su existencia gestionando la pobreza que sus propias políticas reproducen. Tres generaciones de asistencialismo no sacaron a nadie de la pobreza. La acumulación de capital en mercados libres sacó a miles de millones. Pero claro, un proceso impersonal de mercado no necesita funcionarios, no genera clientelismo y no gana elecciones.
