Turkey's situation stems from its long-standing 1995/1996 Customs Union with the EU. This requires Turkey to: —Adopt EU's common external tariff on imports from third countries (like Bharat now). —Allow free movement of covered goods (mostly industrial and processed agricultural) between the EU and Turkey. 👉NOW When the EU signs an FTA with a third country like Bharat & lowers tariffs: →Bharatiya goods can enter the EU preferentially → then move into Turkey duty-free (or at the aligned low tariff) via the customs union. 🔥This gives Bharatiya goods indirect duty-free or low-duty access to the Turkish market through the EU route. 🔥HOWEVER, THE REVERSE DOES NOT APPLY. 👉Turkish goods do not automatically gain preferential access to India because Turkey is not a party to the Bharat-EU FTA. 👉Rules of origin require goods to originate in the EU (or Bharat) for preferential treatment— and SO, TURKISH-ORIGIN GOODS DON'T QUALIFY, EVEN IF ROUTED THROUGH EU PORTS. 👉Turkish exporters to Bharat still face Bharat's standard tariffs. 👉This creates a clear asymmetry: Turkey must open its market to Bharatiya goods without reciprocal benefits in Bharat. Turkish officials and media have expressed concerns about this "asymmetry problem," potential trade diversion, competitive shocks in sectors like textiles, steel, automobiles, and machinery, and the outdated nature of the customs union (which lacks services, agriculture, etc., and excludes Turkey from EU FTA decision-making). The impact could lead to lost market share in Turkey's domestic market (from cheaper Bharatiya imports via EU) and potentially in the EU (if Bharatiya goods compete more aggressively). Turkey's heavy reliance on the EU market (40% of exports) amplifies this vulnerability. Now either Turkey has to plead EU for modification of 1995-96 Custom Union Agreement which will hurt Turkey's exports to EU in return OR Turkey has to beg in front of Bharat to allow it's exports to Bharat with duty-free access like granted to EU & Bharat has no reason to accept this request after Turkey's betrayal in the past.
