TURKIC INVESTMENT FUND ANNOUNCES THE START OF FINANCING ACTIVITIES Bishkek, 5 December 2025 – The Board of Governors of the Turkic Investment Fund on Friday announced the launch of the Fund’s operational activities, setting the start of financing activities until the end of the first quarter of 2026. The decision marks the Fund’s transition from its establishment phase into operationalization of the Fund’s financing activities. The meeting was held in Bishkek at the invitation of H.E. President of the Turkic Investment Fund Participates in OTS Informal Summit in Turkistan On 15 May 2026, H.E. Baghdad Amreyev, President of the Turkic Investment Fund, attended the Informal Summit of the Organization of Turkic States held in Turkistan, Kazakhstan, under the theme “Artificial Intelligence and Digital Development.” Hosted by H.E. Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, the Summit brought together the Heads of State of Azerbaijan, Kazakhstan, the Kyrgyz Republic, Türkiye and Uzbekistan, as well as the President of the Turkish Republic of Northern Cyprus, the Secretary General of the OTS, members of the Council of Elders, and the Heads of Turkic Cooperation Organizations. In his address, H.E. Kassym-Jomart Tokayev called for stronger cooperation among Turkic states in digital development, artificial intelligence, space technologies, electronic documents and digital signatures. Referring to the Turkic Investment Fund, he said the Fund could provide financial support for these initiatives. Nothing that the Fund had moved to its financial activities this year, His Excellency stated that its charter capital could be increased. He described TIF as a strategic resource of special importance, expressed confidence that it would support start-ups and take an active part in infrastructure projects, and called on Member States to support the Fund’s full operation. H.E. Shavkat Mirziyoyev, President of the Republic of Uzbekistan, also referred to TIF, noting that the Fund had commenced operational activities this year alongside the Council of Central Banks and the Turkic Council on Green Finance. He presented these developments as evidence of the Organization of Turkic States’ growing institutional strength. H.E. Sadyr Zhaparov, President of the Kyrgyz Republic, also referred to TIF’s potential contribution to the digitalization of economic cooperation among OTS Member States and the development of digital financial instruments. The leaders also set out their national priorities for digital cooperation. President Ilham Aliyev of Azerbaijan spoke about digital sovereignty, artificial intelligence, the Digital Silk Road, the Trans-Caspian fiber-optic cable project, the Middle Corridor and the e-Permit system. President Recep Tayyip Erdoğan of Türkiye called for stronger OTS coordination in cybersecurity and closer attention to the risks linked to artificial intelligence and digital infrastructure. President Sadyr Zhaparov of the Kyrgyz Republic emphasized cooperation in digitalization and artificial intelligence as part of the Turkic world’s wider technological agenda. The main outcomes of the Summit included the adoption of the Turkistan Declaration and the launch of the Center of Turkic Civilization in Turkistan, aimed at supporting cultural, scientific, and tourism cooperation across Turkic countries. On the margins of the Summit, H.E. Amreyev held meetings with high-level officials of Turkic states to discuss cooperation prospects and economic priorities of mutual interest.

President of TIF Participated in Türkiye-Kazakhstan Strategic Cooperation Meeting On 14 May 2026, H.E. Baghdad Amreyev, President of the Turkic Investment Fund (TIF), attended the Sixth Meeting of the Türkiye-Kazakhstan High-Level Strategic Cooperation Council in Astana, held with the participation of H.E. Recep Tayyip Erdoğan, President of the Republic of Türkiye, and H.E. Kassym-Jomart Tokayev, President of the Republic of Kazakhstan. The meeting reviewed cooperation across trade, transport, energy, health, mining, culture, education, technology, and the defense industry. In his remarks, H.E. Kassym-Jomart Tokayev underlined Kazakhstan’s interest in wider economic cooperation with Türkiye. He noted that nearly 3,800 enterprises with Turkish capital operate in Kazakhstan and called for deeper industrial cooperation, stronger transport and logistics links, and new projects in agriculture, pharmaceuticals, digitalization and innovation. He also pointed to the Astana International Financial Centre as a platform for Turkish investors and business partners. H.E. Recep Tayyip Erdoğan emphasized the steady development of Türkiye-Kazakhstan relations and the shared interest in expanding cooperation in different sectors. He noted Türkiye’s interest in transporting larger volumes of Kazakh oil to world markets through Türkiye and drew attention to the growing relevance of the Trans-Caspian East-West Middle Corridor for both trade and energy connectivity. On the margins of the Türkiye-Kazakhstan Strategic Cooperation Meeting, H.E. TIF President Participated in High-Level Turkic Cooperation Events in Astana On 13 May 2026, H.E. Baghdad Amreyev, President of the Turkic Investment Fund (TIF), participated in the Business Forum organized in Astana by the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken” and the Joint Turkic Chamber of Commerce and Industry( TCCI) and Kazakhstan, under the theme “Economic Integration and Cooperation of OTS Countries: New Opportunities in Industry, Agriculture, Logistics and Digitalization.” The forum took place ahead of the Informal Summit of the Organization of Turkic States in Turkistan, scheduled for 15 May 2026 and brought together representatives of governments, heads of chambers of commerce and industry of Turkic countries, financial institutions, international organizations, investment structures and business communities from across the Turkic world. Participants discussed ways to expand business cooperation, strengthen production and transport links, support digital partnerships, and attract investment across the Turkic region. The forum also gave attention to TIF’s role as a financial mechanism for joint projects among Turkic countries. Opening the forum, Kazakhstan’s Deputy Prime Minister and Minister of National Economy, H.E. Serik Zhumangarin, emphasized the need to realization of joint projects, new production facilities, technological partnerships and mutual investments. President of TIF, H.E. Baghdad Amreyev in his address during the plenary session emphasized that the Fund was created to finance projects that connect Member State economies. He called on business representatives to bring forward cross-border initiatives that link markets, supply chains and production capacity across TIF Member States. B. Amreyev noted that TIF will focus on projects with reliable partners, credible business plans and measurable regional impact, adding that the Fund aims to mobilize wider co-financing with international partners where its participation can bring added value. During the Business Forum, on behalf of TIF, H.E. Amreyev and President of National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken,” signed a Memorandum of Understanding with the setting a framework for closer cooperation between the two institutions.

The parties reviewed the Fund’s initial investment priorities, its engagement with international financial institutions, and its ongoing cooperation with local stakeholders in Uzbekistan. Baghdad Amreyev reaffirmed TIF’s commitment to working with trusted international partners, identifying bankable early-stage project opportunities, and promoting trade, connectivity, and investment linkages across its Member States. Bakhtiyor Saidov reiterated Uzbekistan’s continued support for the Fund’s activities, underscoring TIF’s role as an important financial instrument for deepening economic cooperation among Turkic countries. He also expressed readiness to facilitate effective coordination between the Fund and relevant national institutions. TIF President Attends ADB Annual Meeting in Samarkand On 4 May 2026, H.E. Baghdad Amreyev, President of the Turkic Investment Fund, took part in the Opening Session of the 59th Annual Meeting of the Board of Governors of the Asian Development Bank in Samarkand (@ADB_HQ), Uzbekistan. The meeting is being held from 3 to 6 May under the theme “Crossroads of Progress: Advancing the Region’s Connected Future.” The high-level gathering brought together senior government officials, ADB leadership, representatives of international financial institutions, banking and private sector leaders, as well as academia and civil society. In his opening remarks, H.E. Shavkat Mirziyoyev, President of the Republic of Uzbekistan (@president_uz), welcomed participants and highlighted the country’s ongoing reform agenda, recent development achievements, and key priorities in cooperation with ADB. He noted that the total value of completed and ongoing joint projects with ADB has reached nearly $16 billion. H.E. Masato Kanda, @ADBPresident officially opened the meeting, calling on countries across Asia and the Pacific to “act together to develop together” by strengthening cross-border connectivity. His address emphasized the importance of collective resilience, regional integration, energy systems, supply chains, and digital infrastructure, as well as closer cooperation amid growing global uncertainty. On 3 May 2026, the President of the Turkic Investment Fund (TIF), H.E. Baghdad Amreyev, met with Ms. Cathy Marsh, General Counsel and Director of Legal Affairs and Claims at the Multilateral Investment Guarantee Agency (MIGA), during the Asian Development Bank (@ADB_HQ) Annual Meetings held in Samarkand. Mr. Mehmet Esat Mert, Director for International Relations, Capital Mobilization and Treasury at TIF, accompanied the President. @MIGA was represented by Mr. Jaeyoung Jin, Head of Central Asia. The discussions focused on establishing a structured working relationship between TIF and MIGA, as well as exploring potential pilot cooperation opportunities. H.E. Baghdad Amreyev emphasized the importance of collaboration with MIGA, particularly through the use of guarantee instruments for TIF co-financed projects, enhanced investor and lender confidence, and early-stage technical coordination on suitable initiatives. Ms. Cathy Marsh conveyed MIGA’s readiness to develop close coordination with TIF and noted that continued engagement between the two institutions would help clarify practical modalities and identify appropriate cooperation instruments.

TIF Participated in FiCS/G7 Special Event and IEA Workshop On 29 April 2026, Turkic Investment Fund (TIF), with the delegation represented by Mrs. Betül Sarıkaya, Chief Financial Officer and Mr. Mehmet Esat Mert, International Relations, Capital Mobilization and Treasury Director participated in the @FinanceInCommon FiCS/@G7/@G7fr Special Event in Paris, France. The event brought together Public Development Banks (#PDBs) and other key stakeholders to discuss strengthening cooperation, enhancing regulatory frameworks, and advancing innovative financing solutions aimed at narrowing the global development financing gap. TIF engaged in discussions on how PDBs can operate more effectively as a system, as well as the role of regulatory frameworks in enabling greater impact and efficiency. The sessions also explored approaches to lowering the cost of capital through innovative financial instruments and enhanced collaboration among institutions. On the following day, TIF also attended a workshop organized by the International Energy Agency (@IEA), which convened representatives from development finance institutions, governments, private financial institutions, and international organizations. The workshop examined the cost of capital constraining clean energy investments in emerging markets and developing economies, and discussed policy, de-risking, and financing solutions to scale up private sector mobilization. President of Turkic Investment Fund Met The Minister of Trade, Industry and Investment of Uzbekistan On 2 May 2026, Baghdad Amreyev, President of the Turkic Investment Fund, held a meeting in Tashkent with Laziz Kudratov, Minister of Investment, Industry and Trade of the Republic of Uzbekistan (@MIIT_Uz) and Chairman of the Fund’s Board of Governors. The discussions focused on the Fund’s current financing priorities, prospective investment projects in Uzbekistan, and preparations for the upcoming meeting of the Board of Governors. President Amreyev highlighted that Uzbekistan’s chairmanship coincides with a dynamic phase in the Fund’s institutional development. He briefed the Minister on recent activities of the Fund, its cooperation with international financial institutions, and ongoing efforts to identify high-impact projects that promote economic integration across the Turkic region. He reaffirmed the Fund’s readiness to work closely with Uzbekistan’s government and private sector on initiatives with regional and cross-border significance. Minister Kudratov commended the Fund’s progress toward full operationalization and reiterated Uzbekistan’s strong support for its mandate. He emphasized the importance of implementing projects that enhance economic cooperation among Turkic states. Baghdad Amreyev, President and Chairman of Board of Directors of TIF, paid courtesy visits on 30 April 2026 to H.E. Feridun H. Sinirlioğlu, Secretary General of the Organization of Security and Cooperation on Europe (@OSCESecGen), at the @OSCE headquarters, and to H.E. Mukhtar Tileuberdi (@MBTileuberdi), Ambassador of the Republic of Kazakhstan to Austria, at the Embassy of Kazakhstan. At the OSCE headquarters, H.E. Feridun H.
