You said that a 30.06 fragmented. Which is not the case. It was inconclusive. Possible it was a frangible round. Like used by swat. I think you should go to your local gun store and ask them to show you a 30.06 round. Ask them if they think it would fragment in a human neck at 150 yards and see if they laugh at you.
