There are Palestinians in the Israeli parliament, there are Palestinians in the Israeli Supreme Court, Palestinians who hold Israeli citizenship can vote in the general elections.
Can Tibetans vote to decide the Chinese government? No.
Not even ethnic Chinese can vote for the Chinese government.
In terms of political rights, Israel treats Palestinians not just better than Tibetans, but better than the Chinese government treats regular Chinese citizens.
Don’t get me wrong, China is a great country in many ways, and it has come a great way since the disparity of the previous century, but in terms of political rights, the rule of the people, Chinese and Tibetans have non of these.

I believe each ethnicity, especially as big as Tibetans, has the right for self determination and independence.
The time of Empires, where one ethnicity controls many other ethnicities is gone.
Currently China, Russia and Iran are empires.
