Is India facing an Energy Lockdown? 🤨 As of today, March 25, 2026, the official answer is NO. India is not facing a nationwide "lockdown" in the way it experienced during the 2020 pandemic. While "Energy Lockdown" has been trending heavily on social media over the last 48 hours, the government has clarified that this term is a misnomer. Why the buzz? ◾Essential Commodity Orders: • On March 8 and 9, 2026, the government passed the LPG Control Order and Natural Gas Control Order. • These prioritize "Priority 1" sectors—domestic households (cooking gas) and fertilizers—while curtailing supply to non-essential industrial and commercial sectors. ◾Strategic Petroleum Reserves (SPR): • As of this week, India's SPRs are roughly 64% full (holding about 3.37 million tonnes). • At full capacity, these reserves only provide a 9.5-day buffer. • However, when combined with commercial stocks from oil companies (IOCL, HPCL, BPCL), India has roughly 70–75 days of import cover—still short of the IEA’s 90-day benchmark. But so far the Government of India has not issued any lockdown notice. Therefore, people are advised to remain calm and not give way to panic-buying or hoarding. What India is actually experiencing is a strategic management of energy resources necessitated by the severe conflict in West Asia and the closure of the Strait of Hormuz.

To mitigate the risk of an energy lockdown, India relies on two main pillars: ◾Strategic Petroleum Reserves (SPR): Underground storage facilities that hold emergency crude oil. ◾Buffer Stocks: While the SPR holds about 9.5 days of imports, the combination of SPR and commercial stocks provides India with a buffer of approximately 70–75 days.

Recommended Measures for Conservation International bodies like the International Energy Agency (IEA) suggest several strategies to manage demand during such a crisis: ◾Work from Home (WFH): Minimizing office electricity use and reducing fuel consumption from daily commutes. ◾Transport Adjustments: Lowering highway speed limits by 10 km/h to improve fuel efficiency, and implementing car-free days or carpooling. ◾Fuel Diversion: Prioritizing LPG and natural gas for essential household cooking rather than transportation. ◾Aviation Control: Reducing non-essential air travel to conserve Aviation Turbine Fuel (ATF).

Drawbacks — The Problems 🔴 Environmental Brine disposal — The biggest environmental problem • For every litre of freshwater produced, roughly 1.5 litres of super-salty brine is generated • Discharged into the ocean → increases local salinity dramatically • Kills plankton, fish larvae, coral reefs, marine ecosystems • Gulf's Persian Gulf is already saltier than normal oceans — desalination brine is making it worse Carbon footprint • Plants run on electricity generated from fossil fuels (especially in Gulf) • GCC desalination plants emit 500–850 million tonnes of CO₂ annually • Deeply ironic: climate change causes water scarcity → we use energy-intensive desalination → which worsens climate change → which causes more water scarcity Marine ecosystem disruption • Seawater intake systems suck in and kill small marine organisms, fish larvae, plankton 🔴 Economic • Very expensive compared to conventional water sources • High capital cost to build; high operating cost (energy) • Makes economic sense only where water is extremely scarce and energy is cheap (Gulf) • Not viable for poor countries without subsidy 🔴 Technical/Geopolitical • Centralised vulnerability — One attack or failure can cut water supply to millions (as the Iran threat showed) • Membrane fouling — RO membranes clog and need regular replacement • Requires skilled maintenance

Force Majeure in Indian Law 🖊️ Indian Contract Act, 1872: There is no single, specific definition of Force Majeure in Indian statutes. 🖊️ Section 32 (Contingent Contracts): Deals with the enforcement of contracts contingent upon the happening of an event. If the event (FM) makes performance impossible, the contract becomes void. 🖊️ Section 56 (Doctrine of Frustration): Deals with the impossibility of performance. If a contract becomes impossible or unlawful due to an event, it becomes void. 🖊️ Judicial Interpretation: Courts, such as in Energy Watchdog vs. Central Electricity Regulatory Commission (2017), have held that force majeure clauses are strictly interpreted and the event must be outside the control of the parties. Recent Context (2025-2026) ◾Geopolitical Conflict (2026): Major Gulf energy producers (Qatar, Kuwait, Bahrain) have invoked force majeure on oil and gas exports due to shipping disruptions linked to the Iran-US-Israel conflict. ◾Agricultural Exports: Indian exporters have sought the invocation of Force Majeure on basmati rice and other food items to avoid penalties for delays caused by the West Asia shipping crisis. ◾COVID-19 Precedent: The Indian Finance Ministry clarified its application during the pandemic for infrastructure projects.
