The #USIBWC reports the following Mexican Sewer System Failures that will impact the South Bay International Wastewater Treatment Plant (SBIWTP) in #SanDiegoCA and American citizens in the area. The USIBWC is monitoring emergency repairs beginning tonight to repair a leak on the Parallel Gravity Line that conveys wastewater in Tijuana. USIBWC has been in close contact with Mexico, demanding they take every action possible to eliminate additional wastewater from going into the Tijuana River and entering the United States. During this repair, which is expected to take at least 24 hours, pump stations PBCILA and PB1 will be offline and flow from the Tijuana sanitation system will be sent to SBIWTP. Area residents may notice increased wastewater flows in the Tijuana River Channel due to the pump stations being offline along with stronger odors. Other possible impacts are beach closures and health risks if untreated or partially treated wastewater reaches U.S. waters. Since flows to Smuggler's Gulch canyon collector is possible, USIBWC is implementing proactive mitigation measures to stop or reduce the transboundary flows at the gulch. Staff and equipment are positioned at the collector to respond. Commissioner @USIBWCCMcIntosh has informed @cilamexico transboundary flows are unacceptable and the United States expects Mexico to take all necessary actions to stop any flows.





The #USIBWC reports the following on South Bay International Wastewater Treatment Plant (SBIWTP) in #SanDiegoCA: Due to rain fall in the region, @cilamexico advises PBCILA pumping operations were suspended at about 2:50 am PDT today to protect equipment. Operations will resume as soon as water runoff in the Tijuana River decrease. The Tijuana River is estimated to be flowing at 64 Million Gallons per Day (MGD) as of 12pm PDT which will fluctuate and peak above 190 MGD during this rain event. We continue to treat up to 35 MGD at the South Bay wastewater treatment plant. There are no impacts to the South Bay Plant associated with this weather system. The USIBWC continues to work closely with Mexican water authorities, and we will share more information if it becomes available.




During today’s National Security, Department of State, and Related Programs appropriations markup, I spoke in support of several provisions that are critical to South Texas. I appreciate the bill’s strong focus on outcome-based budgeting, oversight, performance, and accountability to help ensure taxpayer dollars produce real results. The bill makes significant investments in the @usibwc, including funding and direction to address drought conditions, improve water deliveries under the 1944 treaty, strengthen flood control, advance long-term water strategies that support our farmers, families, and businesses, and hold Mexico accountable for its commitments. I also commend the bill’s attention to the fentanyl crisis through stronger counternarcotics efforts and coordination with Mexico, along with support for ports, supply chains, and efforts to counter the influence of the PRC in South America. I’ll continue working in a bipartisan way through the Appropriations Committee to carry these priorities forward and deliver for our district.
