#USIBWC reports the following regarding the South Bay International Wastewater Treatment Plant (SBIWTP) in #SanDiegoCA: @CILAMexico has informed USIBWC of a collapse in the Parallel Gravity Line that conveys wastewater in Tijuana. The exact reason for last night's collapse is unknown, but Mexico has shut down several pumps along the border so crews can make repairs. Area residents may notice increased wastewater flows in the Tijuana River Channel along with stronger odors. USIBWC is monitoring expected flows, sediment, and trash in the canyon collectors and is ready to respond as needed. The USIBWC is coordinating closely with Mexican water authorities and insisting Mexico make immediate repairs to bring all suspended pumps back online as quickly as possible. The South Bay International Wastewater Treatment Plant is operating normally. We will share more information as it becomes available. @CaWaterBoards @EPA @EPAregion9

The @CILAMexico reports the following from Mexicali Mexico: Late yesterday, an electrical failure at Pump #4 of the Mexicali sanitation system in #MexicaliMX led to an emergency discharge into the New River. This sanitation lift station pumps wastewater through the Mexicali sanitation system. The discharge began around 7:00 p.m. PDT on May 28th at an estimated rate of about 2.3 million gallons per day (MGD), which #USIBWC estimates would result in roughly 96,500 gallons discharged over one hour. Repairs were completed and the discharge stopped by about 8:00 p.m. PDT. CILA and the Mexicali sanitation systems operator @cespmbc (Public water utility for Mexicali) have confirmed the plant is back to normal operation, and we expect a full incident report in the coming days.

Update on Mexican Sewer System Failure: Mexico reports it has completed the repair of the leak in Tijuana's Parallel Gravity Line with all pumps back online and flows back to normal. The repair, which started Thursday night, caused an increase in wastewater flows to the South Bay International Wastewater Plant. The facility treated the increase with no problems. No transboundary flows were reported, due in large part to the proactive actions of the #USIBWC and @EPA in making sure Mexico took all necessary steps to prevent sewage from leaking into the United States. The Parallel Gravity Line rehabilitation is one of the projects that is part of the 100% solution to the Tijuana River pollution crisis.

Update on Mexican Sewer System Failure: The U.S. International Boundary and Water Commission (USIBWC) reports that the South Bay International Wastewater Treatment Plant (SBIWTP) and nearby U.S. canyon collector system are operating steadily following last night’s increase in wastewater flows from Tijuana. No major issues have been identified at SBIWTP. Current flows are approximately 34 million gallons per day (MGD). One main pump station (PB1) went offline at about 5:00 p.m. PDT on May 14; however, the plant treated an average of 37.35 MGD yesterday. Approximately 11.4 million gallons were blended through the plant’s controlled bypass system, which drains into the ocean outfall. Several Mexican pump stations are currently offline as repairs continue. At Smuggler’s Gulch, pump station PB Matadero initiated a complete operational shutdown at approximately 11:10 a.m. PDT today, followed by pump station PB Laureles at approximately 11:25 a.m. PDT. In addition, the PBCILA pump station in Mexico shut down at about 5:00 p.m. PDT on May 14. Despite these shutdowns, flows have remained lower than expected, and all canyon collectors remain open and are functioning as intended. The Mexican pump stations are expected to resume operations once repairs are fully completed. As of 11:00 a.m. PDT today, flows in the Tijuana River are estimated at 26.9 MGD, down from a peak of about 41.5 MGD last night. Flows in the river are expected to increase beginning at approximately 3:30 p.m. PDT. Mexican authorities (CESPT) identified and contained a leak in the Parallel Gravity Line that carries wastewater in Tijuana; however, repairs are still underway. Crews are working to fully isolate flows from the damaged section and strengthen the temporary bypass so repairs can proceed. USIBWC will continue monitoring conditions at SBIWTP, the canyon collectors, and along the Tijuana River. Coordination with the U.S. Environmental Protection Agency and Mexican water authorities is ongoing. Updates will be shared as more information becomes available.

The USIBWC is monitoring emergency repairs beginning tonight to repair a leak on the Parallel Gravity Line that conveys wastewater in Tijuana. USIBWC has been in close contact with Mexico, demanding they take every action possible to eliminate additional wastewater from going into the Tijuana River and entering the United States. During this repair, which is expected to take at least 24 hours, pump stations PBCILA and PB1 will be offline and flow from the Tijuana sanitation system will be sent to SBIWTP. Area residents may notice increased wastewater flows in the Tijuana River Channel due to the pump stations being offline along with stronger odors. Other possible impacts are beach closures and health risks if untreated or partially treated wastewater reaches U.S. waters. Since flows to Smuggler's Gulch canyon collector is possible, USIBWC is implementing proactive mitigation measures to stop or reduce the transboundary flows at the gulch. Staff and equipment are positioned at the collector to respond. Commissioner @USIBWCCMcIntosh has informed @cilamexico transboundary flows are unacceptable and the United States expects Mexico to take all necessary actions to stop any flows.

Operations will resume as soon as water runoff in the Tijuana River decrease. The Tijuana River is estimated to be flowing at 64 Million Gallons per Day (MGD) as of 12pm PDT which will fluctuate and peak above 190 MGD during this rain event. We continue to treat up to 35 MGD at the South Bay wastewater treatment plant. There are no impacts to the South Bay Plant associated with this weather system. The USIBWC continues to work closely with Mexican water authorities, and we will share more information if it becomes available.

During today’s National Security, Department of State, and Related Programs appropriations markup, I spoke in support of several provisions that are critical to South Texas. I appreciate the bill’s strong focus on outcome-based budgeting, oversight, performance, and accountability to help ensure taxpayer dollars produce real results. The bill makes significant investments in the @usibwc, including funding and direction to address drought conditions, improve water deliveries under the 1944 treaty, strengthen flood control, advance long-term water strategies that support our farmers, families, and businesses, and hold Mexico accountable for its commitments. I also commend the bill’s attention to the fentanyl crisis through stronger counternarcotics efforts and coordination with Mexico, along with support for ports, supply chains, and efforts to counter the influence of the PRC in South America. I’ll continue working in a bipartisan way through the Appropriations Committee to carry these priorities forward and deliver for our district.

Today, NADBank’s Chief Environmental Officer, @slopezcordova, along with NADBankers Fernando Ortiz and Toribio Cueva, representatives from #EPA, the local water utility, #CESPT, and @conagua_mx visited several project sites in Tijuana to review progress and learn more about the results being achieved.
