This is the full video of Martin Romualdez dismantling the "demolition crew" with surgical precision. I call this, “the Ivy League clapback”. [For those who need a reminder: the man is a product of Cornell University and UP College of Law. That level of eloquence is an example of an intellectual execution. You can’t fake that kind of caliber, no matter how many trolls you hire.] I can practically hear the collective sound of Sara Duterte’s and Zaldy Co’s camp suffering from profuse nosebleeds. The legal and intellectual impact of this statement is clearly hitting them like a freight train. But it’s already a given that this explanation is far too sophisticated for the jejemon crowd and the "Daughter of Davao" to process. While Sara Duterte and her stable of low-IQ cult followers scream about "budget insertions" and “Speaker ka, kaya ikaw ang mastermind”, as if they’ve cracked a code, they are actually just broadcasting their own illiteracy. Any freshman law student (or anyone with functioning brain cells) knows that the budget is a collective legislative process. Corruption doesn't happen at the plenary; it happens in the implementation. Read that again, five times. That is the Executive’s backyard. Which means, you look at the DPWH district engineers, Bids and Awards Committee members, regional officers, Asecs, Usecs, and the Secretary. Then, the project proponents (the congressmen/women and the senators) who had to pocket their 35-40% SOPs before the project even started. To blame the former Speaker for the thievery of the DPWH, project proponents, and contractors is dumb. He is not a mind reader, nor is he a party to the backroom deals where the actual stealing happens. To expect a member of the Legislative answer for the Executive’s dirty implementation is like blaming the architect because the contractor sold the steel bars on the side. Also, not every insertion is a crime; it’s called governance. Yes, it’s normal to lobby for your district constituents. What’s criminal is when you steal the funds when they reach the district engineers. Doon na nangyayari ang magic! But, I suppose, when your entire political brand is built on "confidential funds" and avoiding accountability, basic understanding of the process and actual logic evade you. If the haters are confused, it’s because they showed up with a plastic water pistol to a battlefield against a man who knows the law inside and out, the system inside and out, and exactly where the receipts are buried. I think the video’s timing is perfect as well, now that Zaldy Co got arrested. I also wonder who else will be implicated in this anomaly. Chiz, are you there? I think the cult members will continue the attacks even after they watched the video and even after Romualdez subjects himself to every possible scrutiny. Ok, then, continue to open your mouths and immortalize your ignorance online. You’re just showing the world that your capacity to comprehend issues is totally embarrassing.
