Josh Sawyer says Fallout: New Vegas was designed to catch Fallout 3 players off guard.
In a recent interview, he explained that Obsidian wanted players to realize right away that New Vegas was a different kind of RPG.
Instead of having enemies scale to your level like in Fallout 3, many areas have a fixed difficulty, so wandering into the wrong place too early can get you killed.
One of the best examples is Quarry Junction, where players can run into Deathclaws almost immediately after leaving the starting area.
Sawyer explained the idea behind it:
"It's to teach the player, 'Hey, this is not actually Fallout 3. Things work a little differently. You're going to get your ass handed to you if you're not careful.'"

I was a slightly homophobic 13 year old, partially because I suspected (correctly) that parts of my family thought I was gay. I was very active on a few Fallout forums (No Mutants Allowed) and Tim Cain, the creator of the series as much as anyone, would occasionally come over to answer fan questions. He was always extremely polite and patient. When he came out - one of the first men in the industry to do so - my first thought was "oh well I guess gay men are normal, he always seemed really nice."
You reactionary morons do not deserve Fallout, please leave it alone.

Okay let me make this clear.
From 2005-2009 I was the guy in charge of the Lore on the Ensemble Studio project "Titan" which was an MMO explicitly set during the Forerunner times, before the Halos were set off. This was done WITH THE BLESSING of Bungie, who sent us all sorts of information so we could get things right. We also had permission to add our own stuff but Bungie would have to approve it.
And YES THE FORERUNNERS WERE HUMANS. They were super-elite humans, and Earth was specifically a world which puzzled them because there were humans on it and they couldn't figure out how humans got there. So they protected and preserved Earth. Which is why the Halos didn't kill us.
That said, Bungie is obviously free to change their backstory however they please. But in the early 2000s, Forerunners were absolutely human.
