She's explaining why it's apparently TOO HARD to overcome logistical and geographical issues because of sled dogs and other things far less important than our nation's sovereignty.

1) Why was the Director of Counterterrorism excluded from deliberations about war with the, ‘world’s leading state sponsor of terrorism’? Why wasn’t his expertise—including 11 combat deployments to the region & CIA service —considered valuable?
2) If he was excluded over leak concerns, why was he still employed with access to classified information?
