If Brahim Diaz wanted to miss, he would've gone off target. He tried a panenka and Mendy was meant to move, unfortunately Mendy didn't dive early.
Mendy is normally a late diver. He also saved Aguero's panenka. Panenka doesn't work on GKs that dive late to save penalties.
It wasn't missed on purpose. These guys are pros and this was AFCON final not a local street match. Everyone wanted to win.
