This legislative concept was developed out of Neighborhood Partnerships' organizing network: Residents Organizing for Change. ROC is made up of residents of affordable housing, those in need of affordable housing, and front-line staff who are committed to a just housing future.

Today, only one out of every four Oregonians with low incomes receives help paying rent from federal programs such as Section 8. The People's Housing Assistance Fund, SB 603, would create a pathway to guaranteed income in Oregon.

For families already struggling, a 14.6% rent increase is an eviction notice. And right now court evictions are already up 119% - YES 119% - over last year. Here is our statement on today's announced rent increase, evictions, and the coming end of protections. #orpol #orleg

For families that are already severely rent-burdened, a 14.6% rent increase is effectively an eviction notice. This is unsustainable, and we will continue to fight for safe, stable, and affordable homes for all Oregonians.

Given that ~40% of households today would struggle to cover a $400 emergency, a rent increase of 14.6% will cause more families to become “severely rent-burdened”, meaning they'll potentially spend more than 50% of their income on rent.

The news coming out of OEA today, that Oregon landlords can increase rent upwards of 14.6%, is a gut punch to Oregon families across the state.
