If no water bill, water scarcity will be rampant and eventually draught within few yrs. Water bill is a way to limit water usage. Your water bill is separate from tax to protect the water resources

If the only reason a resource, that is necessary to survive, is unavailable is money, then that obstacle isn't real.

If water bill are not regulated, increased water utilisation lead to loss of resources. Human usuage of water is the highest.
