President @WilliamsRuto has placed in us as a key delivery partner in the Every Woman Every Newborn Everywhere (EWENE) National Acceleration Plan 2026–2028. The President’s directive to allocate KSh 1 billion to KEMSA for the catalytic procurement of essential maternal and newborn health commodities alongside KSh 2.5 billion for family planning supplies is a powerful and direct investment in the supply chain backbone that keeps our health system running. It is a clear signal that Government is serious about eliminating stock-outs and ensuring that every facility, in every county, has what it needs to save lives. At KEMSA, we receive this mandate with full accountability. Our commitment is simple: to ensure that these resources translate into reliable, timely, and quality health commodities reaching the last mile from Level 2 facilities in remote constituencies to county referral hospitals serving thousands of mothers every month. We recognize that behind every supply we deliver is a mother in labour, a midwife waiting to act, and a newborn whose first breath depends on the right commodity being in the right place at the right time. We are proud to serve under the broader Taifa Care framework alongside the Social Health Authority, county governments, and our frontline health workers. Presided over by H.E President @WilliamsRuto at State House, Nairobi, we attended the official launch of the Every Woman Every Newborn Everywhere (EWENE) National Acceleration Plan and the initial phase of the Rapid Results Initiative aimed at reducing maternal and newborn morbidity and mortality. The initiative marks a major milestone in the ongoing health sector reforms, particularly in advancing Universal Health Coverage (UHC) through strengthened primary healthcare systems, improved maternal and newborn services and expanded access to quality and affordable healthcare for all Kenyans. The President, in his remarks, directed the National Treasury to allocate KSh 4 billion annually to the Social Health Authority (SHA) to finance premiums for pregnant women, enabling free access to delivery services at level 2/3 without out-of-pocket expenditure, with the funds ring-fenced to strengthen reimbursements for indigent mothers and ensure that no woman is turned away from a public facility due to inability to pay. He further directed SHA to operationalize ambulance referral services within the six-month Maternal and Newborn Health Rapid Results Initiative period, supported by strengthened intergovernmental coordination, efficient dispatch systems and a clear reimbursement framework to ensure timely access to emergency maternal and newborn care. On health commodities, the President announced the allocation of KSh 1 billion to KEMSA for catalytic procurement of essential maternal and newborn supplies, alongside KSh 2.5 billion for family planning commodities, as part of efforts to strengthen supply chain reliability and eliminate stock-outs across health facilities. He also directed the recruitment and deployment of 5,000 nurses and midwives to reinforce frontline service delivery, emphasizing that a skilled health worker at the right time remains critical in saving lives and improving maternal and newborn outcomes. In my address, I noted that the EWENE initiative reaffirms the Government's deliberate shift from policy commitment to implementation and accountability, while emphasizing that under President Ruto's leadership, the country now has both the political goodwill and the reform momentum necessary to ensure that no mother or newborn is left behind.

Launched the Every Woman Every Newborn Everywhere (EWENE) Acceleration Plan 2026-2028, Kenya’s national roadmap to end preventable maternal and newborn deaths. At the centre of this plan is an immediate six-month Maternal and Newborn Health Rapid Results Initiative, running from now until November 2026. This will be an urgent nationwide effort to deliver measurable results and accelerate action where it matters most. To further guarantee the dignity and safety of every mother, the National Treasury will allocate an additional KSh4 billion to the Social Health Authority (SHA) to cover premiums for pregnant women. Moreover, Kenya Medical Supply Agency will receive an additional KSh1 billion for the procurement of life-saving maternal and newborn health commodities alongside KSh2.5 billion for family planning commodities. We shall also recruit and deploy 5,000 nurses and midwives across the country to strengthen frontline healthcare services and ensure more mothers and newborns receive the quality healthcare they deserve.

I appeared before the Departmental Committee on Health to appeal to Parliament to enhance funding to @KEMSA_Kenya to safeguard the uninterrupted supply of Essential Health Products and Technologies and accelerate Kenya's progress toward Universal Health Coverage. KEMSA sits at the heart of Kenya's public health system. We supply lifesaving medical commodities to over 11,400 health facilities nationwide, with a strong focus on Primary Health Care centres, the first point of contact for millions of Kenyans. As of 30th April 2026, the total outstanding debt owed to KEMSA by counties, individual health facilities, and the Ministry of Health stands at KSh 8.9 billion. The delayed settlement of these pending bills continues to strain our liquidity, limiting our ability to pay suppliers on time and maintain adequate stock levels of essential commodities. This is a challenge we cannot sustain. To strengthen our supply chain, we are prioritizing the full operationalization of the Embakasi Supply Chain Centre, together with regional distribution hubs in Kisumu and Mombasa to improve last-mile delivery, reduce order turnaround time, and decentralize warehousing and logistics operations across the country. I therefore appeal for sustained funding to support personnel emoluments, settlement of Ministry of Health debts and unfunded AIEs, and an allocation of KSh 1 billion to operationalize the new Supply Chain Centre and regional hubs. Enhanced funding and timely settlement of outstanding obligations will strengthen KEMSA's ability to maintain optimal stock reserves, improve Order Fill Rates, and guarantee equitable access to affordable, quality health commodities in every public health facility. In FY 2026/27, we are targeting a 90% Order Fill Rate, a 10-day Order Turnaround for Primary Health Facilities, and a 7-day turnaround for hospitals alongside the modernization of our supply chain infrastructure and expansion of regional distribution centres. Behind every one of these numbers is a patient, a mother, a child waiting for medicine that should never run out. KEMSA is ready to deliver on its mandate. Presided over the Kenya Healthcare Federation (KHF) Chief Executive Officers (CEO) Forum in Nairobi, which brought together private and faith-based health sector leaders to deliberate on the implications of global geopolitical shifts on our health commodity security. Aligned with the priorities of the Bottom-Up Economic Transformation Agenda (BETA), I reaffirmed the central role of the private sector in advancing health reforms. I outlined four key pillars guiding sector transformation: sustainable healthcare financing through the Social Health Authority (SHA); strategic investment in primary healthcare and the health workforce; strengthened commodity security through local manufacturing; and accelerated digital transformation across the health system. To date, SHA has disbursed KES 137.4 billion, including KES 63.8 billion to private providers, significantly expanding access to primary and specialised care. I commended providers for adopting SHA digital platform, noting that 4,123 out of 10,646 onboarded facilities are private. I emphasised that adherence to the unified tariff is mandatory and reiterated a zero-tolerance stance on fraud and malpractice. On commodity security, the Government is strengthening the Kenya Medical Supplies Authority (KEMSA), which has achieved a 92% refill rate, alongside rolling out integrated digital supply chain systems and promoting local manufacturing. I also acknowledged concerns around regulatory processes and reaffirmed the Ministry's commitment to improving efficiency at the Pharmacy and Poisons Board (PPB), including reducing approval timelines and streamlining licensing to support private sector investment. Further, I highlighted ongoing reforms, including the Quality of Healthcare and Patient Safety Bill, 2025 and the establishment of a unified national emergency medical service. To enhance engagement and accountability, I announced plans to institutionalise a biannual Ministerial Stakeholders Forum, supported by structured workstreams and a quarterly accountability framework to track implementation. I called on all stakeholders to remain solutions-oriented and committed to delivering equitable and high-quality healthcare for all Kenyans. The forum was hosted by the Chairperson of the Kenya Healthcare Federation, Dr. Kanyenje Gakombe, and attended by the CEO of the Social Health Authority, Dr. Mercy Mwangangi, among other distinguished leaders from the healthcare sector.
