From marching alongside Dr. King to building the Rainbow PUSH Coalition, Reverend Jackson dedicated his life to expanding opportunity, empowering communities, and challenging America to live up to its founding promise.
He believed in the power of faith.

The newly released flood zone maps for Harris County and other surrounding counties coming soon!, confirm what families across our region already know: flooding is not a once-in-a-generation event — it is a recurring threat to our homes, our businesses, and our financial security.
These updated maps will affect property values, insurance premiums, development patterns, and long-term planning. For some homeowners, it will mean higher flood & homeowners insurance costs. For others, they will mean new construction restrictions. For all of us, they represent a sobering reality: we are not doing enough to get ahead of the water.
It is time to move from reaction to prevention.
The Cost of Doing Nothing
After major storms like Hurricane Harvey, thousands of families in our region were forced to rebuild — not once, but multiple times. Taxpayers spent billions on disaster relief. Insurance markets tightened. Homeowners insurance premiums climbed. And yet, the next storm still threatens to put neighborhoods underwater again.
We cannot keep rebuilding the same homes in the same flood-prone areas without fundamentally changing how we manage stormwater.
The updated maps are not the enemy. They are data. And data demands action.
A Bold but Practical Solution: Underground Stormwater Tunnels
I am calling on the United States Army Corps of Engineers to partner with Harris County and the State of Texas to design and construct a system of large-scale underground stormwater tunnels.
These tunnels would:
Rapidly divert excess stormwater during major rain events
Transport water safely toward controlled discharge points
Reduce pressure on bayous and neighborhood drainage systems
Protect homes that repeatedly flood
Lower long-term federal disaster spending
Cities around the world — including Chicago and Tokyo — have successfully implemented deep tunnel systems to manage extreme rainfall. Houston can and should do the same.
Instead of letting stormwater overwhelm surface infrastructure, we can move it underground — out of neighborhoods and toward safe release points connected to regional waterways such as Galveston Bay and the Houston Ship Channel.
This Is Infrastructure That Pays for Itself
Every dollar invested in mitigation saves multiple dollars in disaster recovery. The federal government has already spent billions in emergency appropriations after hurricanes and flood events in our region.
The question is simple:
Do we keep writing checks after every storm, or do we invest in a permanent solution?
Underground tunnel infrastructure would:
Stabilize property values
Help control rising insurance costs
Protect small businesses
Create high-paying engineering and construction jobs
Strengthen national supply chains tied to the Port of Houston
Flood control is not just a local issue. It is an economic security issue.
Leadership Means Building for the Next 50 Years
We are the energy capital of the world. We are home to one of the largest ports in America. We are a region of growth, innovation, and resilience.
But resilience requires foresight.
The new flood zone maps are a warning. If we ignore them, we accept a future of higher premiums, repeated displacement, and federal bailouts.
If we act boldly — in partnership with the Army Corps of Engineers — we can build a flood mitigation system worthy of our region’s importance.
This is not about politics. It is about protecting families. It is about keeping seniors in their homes. It is about ensuring that working families are not financially devastated every time the rain falls.
We have the engineering expertise.
We have the economic justification.
What we need now is the will to build.
It’s time to take flooding off the map — by putting the water underground.
