Bullets ALWAYS do strange things in high profile assassinations. A sniper would have been scoped in for the correct distance from his target for the grain of ammo he's using. If the ammo had old powder that didn't produce enough energy. The bullet would have fallen short of its target. This is really basic common sense stuff
